A U.S. Immigration and Customs Enforcement officer shot and wounded a man Sunday afternoon in Austin, Texas, local authorities said, and anti-ICE protesters quickly gathered at the scene. The man, identified as 28-year-old Venezuelan national Wilber Rafael Garces Perez, was in serious but stable condition after being shot once in the torso following a traffic stop. The shooting comes as ICE surges enforcement across the country, producing more than 50,000 arrests a month for the first time in its history in July and August. Mayor Kirk Watson and U.S. Rep.
